00351: Topology layer is not supported on a non-federated ArcGIS Server.

You are sharing a web feature layer that contains a topology and are publishing to a stand-alone ArcGIS Server site. When sharing a topology layer, you must publish to one of the active ArcGIS Enterprise portal's federated servers.

Solution

• Follow the steps in Share a web feature layer to publish to one of your active portal's federated servers. Choose the option to Reference registered data.
• If you do not have an account to publish to an ArcGIS Enterprise portal, you can publish a feature service to a stand-alone ArcGIS Server site. Remove the topology from the map and publish again.
