ArcGIS Pro does not support measured grids with geographic coordinate systems. Instead, graticules are used to display geographic coordinates.
Workaround
Open the layout in ArcGIS Pro and select the map frame in the Contents pane.
On the Insert tab, in the Map Frames group, click Grid 
and select a graticule from the gallery. You can then customize the graticule's display.
