You attempted to publish a web layer from a map that references a feature class in a mobile geodatabase. This is not supported by ArcGIS Server 10.9.1 or earlier.
The <value> parameter refers to the name of the feature class.
Solution
To include the feature class in a map image layer, do one of the following:
- Publish to ArcGIS Server 11.0 or later.
- To publish a map image layer to an ArcGIS Server 10.9.1 or earlier site, create a copy of the feature class in a file or enterprise geodatabase and register that geodatabase with the ArcGIS Server site before you publish again. Remove the feature class that is stored in the mobile geodatabase from the map, and replace it with the feature class that is stored in the file or enterprise geodatabase.
To include the feature class in a feature layer that references registered data, create a copy of the feature class in an enterprise geodatabase and register that geodatabase with the ArcGIS Server site before you publish again. Remove the feature class that is stored in the mobile geodatabase from the map, and replace it with the feature class that is stored in the enterprise geodatabase.
